ACTAC is civil, nonpartisan, nonprofit organization, founded in 1999, by group of intellectuals to contribute in establishing European standards into society, as a manner of implementation of the democracy, through development of European manners of participation, equitable representation (gender, cultural and ethnic), sustainable solving of conditions and problems and establishing monitoring and assistance to the reform processes in any of the three authorities. Hence, the power sharing itself and the de-concentration of power is an eminent field of action of ACTAC.
Also, the balanced socio-economic, local and regional development, fostering inter-ethnic and inter-religious relations, active civic engagement and participatory political culture, the culture of law and rule of law are ways for building capacity to achieve above declared goals, and thus they enter into the ACTAC’s mission.
All these broadly declared objectives, which create the mission of ACTAC, we treat them from the aspect of basic democracy, which is reflected through several problem areas such as:the process of governmental and institutional reforms with adoption of the laws and the enacted laws it selves, with prognostics of the effects of them, distributed through constitutional triple division of power to govern, as well as through institutional implementation of these reforms;
the issue how it comes to power and how that process is legal, fair and democratic (elections);
the issues of civic and cooperative capacity to assist in preserving and consistent respect of the triple division of power, respecting the laws and defending the human rights from institutions of the system, as well as producing of appropriate and strategic reactions in that process;
issues on the level of awareness of the citizens and / or certain stakeholders groups on the necessity of democratization of the society through reforms;
issues on the accession of Macedonia and its capacity for accepting the obligations of the Acquis and other international processes, in which Macedonia is associated to or is their subject;
issues of subsidiarity, deinstitutionalization and deregulation of functions and works, best and most directly performing of the functions and competencies of the institutions of the system, providing the most optimal, best, cheapest and fastest services to the citizens;
issues on the open market and market environment, free market competition, liberalization of the economy, protecting businesses from state intervention, reducing the quantum of state regulation of the economy, inclusion of the business community in decision making regarding the market, improving the performance and the power of intervention of the representative of economic entities.
In the past work, ACTAC has implemented more than 60 projects, independently and in partnership with NGOs, institutions, ministries, local governments, business sector ...
Presently, ACTAC is engaged in several sectors:
- Civilization of the interethnic relations (strengthening the role of the individual, researches on the capacity of institutions for processing of conflicts, demystification of the history and standardized delusions); - Increasing the capacity of the institutions for processing conflicts through the institutions of the system; - De-partization and establishing merit system for positive selection of the political party to the state level; - Fostering awareness and motivation for volunteering, volunteering systems and introducing compulsory volunteering in order to gain experience and increase of the employment; - Lifelong learning (formal, non-formal, informal).
RULE OF LAW
- Supporting a culture of law; - Monitoring the effects of the reforms in judiciary, producing of feedback of the law enforcement in judiciary; - Civil procedure and related laws applied in that procedure and level of deprivation of the citizens’ right on court justice; - Advocating, legislation, public discussions and planning of implementation of laws, as a part of the monitoring of governmental, judicial and economic reforms; - Principles of subsidiarity, decreasing of the political instrumental potential of the laws.
LOCAL ECONOMIC AND RURAL DEVELOPMENT
- A review of subsidies for agriculture, according to effects of the their application so far; - Sectoral development, capacity building for managing a process for transfer of technologies; - Planning of specific segments of the Local Economic Development (cultural tourism, supercritical extraction, "Brand Up"); - Establishing sustainable systems for subsidizing capacities for renewable energy facilities; - Fostering awareness and knowledge about the systems for energy savings, sustainable solid waste management, environmental protection, developing skills for producing energy from waste materials, waste selection and recycling of raw materials; - Development of awareness and knowledge for increasing the phases of finalization of the products and production of final products; - Education on systems for self-employment, atypical and nonstandard businesses as well as developing of social and other skills for those purposes; - Preparation of business cards and public information on services of the local businesses, their level and business performance measurement.
- Projecting and organizing independent cultural structures and cultural policies; - Development of the industries of culture; - Development of the cultural tourism and manners of income and sustainability of the institutional and private cultural sector; - Development of cooperation of the cultural sector, the independent cultural creators, content providers from the culture and tourism entities; - Development of the educational function of the institutions for the needs of the cultural - tourism market; - Regionalization and associating of the cultural - tourist offer; - Utilization of the national natural, traditional and cultural - historical heritage for tourism purposes.
